Created Issue: NuGet Package Using Portable Class Library Version of CommonServiceLocator [9781]

The current NuGet package uses the standard CommonServiceLocator, but now that there's a CSL that uses PortableClassLibrary (PCL) it would be helpful to have a Prism package that takes a dependency on Portable.CommonServiceLocator
